KITTERY, Maine –The town’s attempts to set standards for both medicinal and commercial marijuana use hit a snag in a lively joint Town Council workshop with the Planning Board on Monday night.

The Planning Board presented proposals to the Town Council to set definitions in the town code explaining medical versus recreational marijuana and to set home occupation standards for medical marijuana caregivers.
