KITTERY, Maine – Nationally 4 percent of young men who enter the Boy Scouts of America obtain the rank of Eagle Scout, according to the organization’s internal data.

On Saturday, Kittery’s Howard Chandler Scully III cleared the last major hurdle on his odyssey in achieving Scouting’s highest rank by completing his Eagle Scout community service project with the delivery of four American flag collection boxes to locations around Kittery.
