Kittery and Eliot Police Chief Theodor Short plans to retire from his position when his contract ends in June 2016, and it appears the dual role he serves may change when he leaves.

Short has been police chief for both of the neighboring towns’ police departments the last two-and-a-half years. The municipalities merged the chief’s job to cut costs.
