Acceptance of Previous Minutes – 04/14/14 (Special & Regular)

(040314-1) The Kittery Town Council moved to hold a public hearing and hereby ordains an ordinance to authorize the execution of a multi-year contract, “Ambulance Service Agreement” between the Towns of Eliot and Kittery, Maine and American Ambulance, Inc.

Note: The presentation by Fire Chief David O’Brien was very detailed and thorough and received praise from Councilors. In fact, it should be also noted that at 7:33 p.m. Councilor Frank Dennett expressed his appreciation of the excellent work by the Fire Chief. (040314-7) The Kittery Town Council moves to hold a public hearing, in accordance with Section 6.09 (4) of the Kittery Town Charter to authorize the Town Manager to transfer $14,000 from CIP Account #4054 Pepperrell Cove Wharf and $20,185 from CIP Account #4055 Port Authority Equipment Reserve, for a total amount of $34,185 to CIP Account #4053 Pepperrell Cove Paving, for the underground utilities project at Bellamy Lane.

(040314-8) The Kittery Town Council moved to read and sign a proclamation of congratulations and acknowledgement of Kittery’s oldest resident, Lillian H. True, as being named the recipient of the Boston Post Cane.

(040314-9) The Kittery Town Council moved to approve a request from Tom Emerson for Odyssey of the Mind to hold a tag day fundraiser at the Recycling Resource Facility on Saturday, May 10th, 2014 from 10 am to 2 pm.

(040314-10) The Kittery Town Council moved to approve a renewal application from John Kenneth Reed, 139 Cass St., Portsmouth, NH for a Malt, Spirituous and Vinous Liquor License for The Corner Pub, 4 Wallingford Square, Kittery.

(040314-17) The Kittery Town Council moved to authorize the Rice Public Library to use Fort Foster on Wednesday, August 27, 2014 from 8 am to 10 pm to show an outdoor movie for the culmination of their Summer Reading Program.

(040314-18) The Kittery Town Council moved to appoint Election Clerks for the ensuing two years (May 2014-May 2016) as recommended by the Town Clerk.

(040314-19) The Kittery Town Council moved to approve the disbursement warrants.

(040314-20) The Kittery Town Council moved to appoint a representative to meet with the Chair of the Parks Commission to interview Richard J. DeMarco, Jr. for his re-appointment to that board until 5/3/17.

(040314-21) The Kittery Town Council moved to appoint a representative to meet with the Chair of the Kittery Community Center Board of Directors to interview Maureen D. Convery for her re-appointment to that board until 05/30/16.

COUNCILOR ISSUES OR COMMENT

Jeff Brake Apologized for the Japanese Flag being raised on the Town Hall flag pole. It has always been at the circle but now there is only one flag pole.

Chuck Denault spoke about policies, one being raising of special flags, a travel policy being town wide and not limited to the municipal side, policies on emailing and calling people back as well as a policy for the Boston Post Cane so it is a standard procedure.

Also spoke about listed by the FBI statistics that Kittery was 13th in the State of Maine out of the 25 safest places to live in Maine. Eliot was number 1.

The benefits of having the Police and Fire Logs posted on-line. They are unfiltered by the press, show the public what the men and woman of each department do everyday and keep the public informed. The work is still in progress and it can only get better. Town Manager Nancy Puff is working on this project.

A status update of the Astro Turf from Gillette Stadium that the Previous Public Works director had purchased is still in the Towns possession along with the OCTASCOPE.

He asked about selling these items before the Astro Turf rots. There is potential in the value of this TURF. It was from the field in Foxboro and the Patriots truly did play on this turf. The Town bought a large chunk of it a few years ago and it just sits in storage now.

(note). Somebody could put this turf on a playground, sports den, bar or restaurant and it has actual historic value of having games played on it by the New England Patriots.

Suggested a portable flag pole using the old flag poles from the circle and setting it up when dignitaries come to Kittery. It could be wheeled out or placed somewhere in honor of the visitors no matter where they are from i.e. Sweden, Denmark, Japan or Italy. Along with a policy there would be a procedure to follow. Any other flag should not be on the Memorial Flag Pole or the Town Hall.

Russell White asked about the status of the Fort foster Pier. Town Manager Nancy Puff stated that it will cost almost $300,000 to fix it. We did received some FEMA money and insurance for some of the repairs. It may have to go to a Town Vote since it’s a bigger project then the CIP should be handling. Councilor White hope we could look at fund raisers. The Parks Commission is to prepare a report. Chairman Thomson suggested we look at a bound of some sort. There will be more on this soon.

Brought up supplemental insurance programs for those who use Town Properties that could help the Town and keep costs low and the Town should explore that service.

Spoke about the Congregational Church in Kittery Point that was hosting a dinner for the Japanese students and it was a positive event.

Frank Dennett spoke about Insurance through the MMA Insurance, but be careful of these insurance pools and never interfere with the people’s choices.

Also spoke about his families recent visit to Philadelphia and standing in independence hall and reflect on what those men did in 1776 was a humbling experience.
